THE Department of Petroleum Resources (DPR), has warned petroleum marketers
to desist from illegal transfer of petroleum products from one vessel to another
on the high sea, and allow vessels to come to the jetty for proper inspection.
This warning was given by DPR¢s Head of Products, Depots and Jetties,
Mr Olanrewaju Buraimoh, while addressing stakeholders at the Annual General
Meeting of petroleum product depot owners in Lagos, last week. He warned that
DPR is carrying out its investigation and anyone caught in the act would face
heavy sanction.
Mr Buraimoh explained that the certification is carried out by the agency
to ensure that the vessel is in good shape, that the products in the vessel
are of required specification and good quality for consumption before discharge.
He added that illegal transfer of products could cause contamination, thereby
causing explosion and fire outbreak capable of claiming innocent lives in
the country.
Buraimoh emphasised that seven days notice should be given to DPR, to enable
it check the documents of products certification appropriately and ensure
that any vessel bringing products into the country has the necessary documents
before such products could be sold to end users.
"We have a responsiblity to ensure that products coming into the country
meet with DPR specification before they are distributed to consumers. This
is done to prevent any form of contamination and to ensure safety standard
for final consumers," he said.
He said submission of returns document to DPR must be done the following week
of products received from depots and Way Bill should be given to tankers lifting
the products on time to avoid tanker drivers parking on high ways to disrupt
free flow of traffic.
Head of Import and Export, DPR, Mrs Gladys Odunuga, added that Marketers must
account for the exact quantity of products in each vessel while quality certificates
must be submitted to DPR for thorough inspection.
Buraimoh said marketers must obtain import permit, as well as permit of the
service provider in order to operate in the sector.
"Certificate of quality should be well dated, properly taped and signed
to avoid any form of fraudulent duplication of products document. This is
the only way through which the certificate could be relevant and be recognised
by DPR," she said.
